National Consultant on Protection from Sexual Exploitation, Abuse and Harassment (PSEAH)

About the role

The Resident Coordinator System in Vietnam seeks a National Consultant to strengthen the country’s protection framework against sexual exploitation, abuse and harassment (PSEAH). Working under the supervision of the Resident Coordinator and UN Country Team, the consultant will support the Working Group on Sexual Misconduct Prevention and help implement the 2026 PSEAH Workplan.

Key responsibilities

• Advise senior leadership on developing and implementing a collective in‑country PSEAH strategy.
• Facilitate the inter‑agency Working Group, convene regular meetings and coordinate technical inputs.
• Conduct a joint PSEAH risk assessment and provide actionable recommendations.
• Review existing complaint mechanisms and design an inter‑agency Community‑Based Complaints Mechanism (CBCM) with clear referral pathways.
• Draft Standard Operating Procedures aligned with global SOPs and adapt them to the Vietnamese context.
• Present recommendations to senior leadership for endorsement.
• Design and deliver training on SEA complaint intake, referral procedures and best practices for PSEAH focal points and protection staff.
• Develop dissemination approaches to promote the new mechanisms and procedures.

Required profile

• Proven expertise in PSEAH policies, UN protection frameworks and inter‑agency coordination.
• Experience conducting risk assessments and developing SOPs for complaint handling.
• Strong facilitation skills for multi‑stakeholder working groups.
• Ability to advise senior leadership and produce strategic recommendations.
• Experience designing and delivering training for protection and GBV personnel.
