Head of Resources Management Unit (P) – Hanoi

About the role

The International Organization for Migration is seeking a senior professional to lead the Resources Management Unit at its Vietnam Mission. The role oversees budgetary, financial, human‑resources and administrative functions across the mission and its sub‑offices, ensuring compliance with IOM and donor requirements.

Key responsibilities

• Monitor and oversee financial management, expenditure accountability and budget analysis for all Country Office activities.
• Supervise treasury functions, cash‑flow forecasting and fund disbursement in line with donor agreements.
• Prepare programme and budget reports, review monthly accounts and analyse variances.
• Provide technical support to project managers on finance, administration and HR matters.
• Maintain internal controls, safeguard assets and prevent fraud.
• Manage HR functions, recruitment, personnel administration and resolve sensitive cases.
• Oversee supply‑chain services, contracts, fleet management and premises maintenance.
• Coordinate with Legal Affairs and Global Procurement for agreement reviews and approvals.
• Supervise ICT staff to ensure compliance with IOM standards.
• Act as Officer‑in‑Charge of the Country Office in the COM’s absence.

Required profile

• Education: Master’s degree in Finance, Accounting, Business Administration, Management or related field, or a university degree with seven years relevant experience.
• Professional experience: five to seven years in financial and human‑resources management at the international level, including supervision of administrative controls and coordination with donors.
• Languages: fluency in English (oral and written); working knowledge of Vietnamese and other UN languages is an advantage.

Required skills

• Advanced knowledge of Microsoft Excel and the broader Microsoft Office suite.
• Familiarity with Oracle financial systems.
• Understanding of International Public Sector Accounting Standards (IPSAS).
