National Health Technical Advisor

About the role

The National Health Technical Advisor provides strategic and technical leadership to strengthen Save the Children Vietnam’s health programming. Reporting to the Program Development Manager, the role focuses on climate‑sensitive health, health‑systems strengthening, health economics, mental health, and adolescent sexual and reproductive health (ASRH).

Key responsibilities

• Lead the development and refinement of the technical approach to climate‑sensitive health, aligning with the Country Strategic Plan.
• Shape the strategic direction of mental‑health and ASRH programmes, ensuring scalability and impact.
• Provide evidence‑based advice on equity, cost‑effectiveness and value‑for‑money approaches.
• Design high‑quality health interventions, including disease surveillance, early‑warning systems, and gender‑ and disability‑inclusive service models.
• Offer technical oversight to implementation teams, ensuring compliance with national and global strategies.
• Collaborate with epidemiological, modelling, climate and data partners to produce decision‑ready outputs.
• Lead the preparation of concept notes and proposals, targeting USD 5 million in annual fundraising.

Required profile

• Extensive experience in health programme design and implementation in low‑ and middle‑income settings.
• Demonstrated expertise in climate‑sensitive health, health economics, mental health or ASRH.
• Proven ability to work with government agencies, donors and multi‑sectoral partners.
• Strong analytical skills and experience managing technical risk.
