About the role
PATH is seeking a National Consultant to lead procurement activities for the KfW Digital Application in Epidemic Prevention and Control (PIC) project in Vietnam. The role is full‑time, based in Vietnam, and involves close collaboration with the International Procurement Officer and multiple stakeholders.
Key responsibilities
- Lead procurement planning and execution for goods, services, consulting, digital health systems, equipment, software, data platforms, AI tools and training.
- Prepare and quality‑check TORs, technical specifications, bidding documents, evaluation criteria, procurement reports, contracts and records in line with KfW, PATH and Vietnamese requirements.
- Coordinate procurement timelines, approvals, evaluations and supplier engagement with PATH, KfW, Vietnamese government, technical teams, finance and operations.
- Identify, qualify and manage suppliers for healthcare, digital health, electronic equipment, software, data systems, AI/analytics and public‑health surveillance.
- Monitor supplier performance, delivery schedules, contract milestones, warranties, after‑sales support and payment documentation.
- Maintain audit‑ready procurement and contract files for donor, PATH and government reporting.
- Identify and mitigate procurement, compliance, technical, data‑security and sustainability risks.
- Facilitate clear Vietnamese‑to‑English communication across all stakeholders.
Required profile
- Based full‑time in Vietnam and able to travel locally as needed.
- Proven experience in procurement planning, tendering and contract management for health or digital‑health projects.
- Familiarity with KfW, PATH and Vietnamese procurement regulations.
- Ability to work closely with government, donor and technical teams.
